1996年9月，俄羅斯航空器擁有者及駕駛員協(xié)會(huì)（AOPA-Russia）正式成為國(guó)際理事會(huì)第40位附屬成員。作為國(guó)際航空器擁有者及駕駛員協(xié)會(huì)（IAOPA）的俄羅斯會(huì)員代表，該協(xié)會(huì)戲劇性地闡述了通用航空在前蘇維埃政府的新民主國(guó)家的發(fā)展開(kāi)端和振奮人心的發(fā)展可能性。目前，商業(yè)航空在俄羅斯受到重視，IAOPA期望新航空器擁有者及駕駛員協(xié)會(huì)的組成將會(huì)為通用航空提供當(dāng)局代表服務(wù)，開(kāi)拓東歐國(guó)家的空域和機(jī)場(chǎng)。AOPA-Russia希望在自己國(guó)家里，飛行能夠惠及到每個(gè)人。同時(shí)，他們計(jì)劃為會(huì)員提供空中乘務(wù)卡和其他相關(guān)的折扣和優(yōu)惠服務(wù)。

In September 1996, AOPA-Russia became the 40th affiliate member to be accepted by the International Council. Russiaís membership in IAOPA dramatically illustrates the openings and exciting possibilities for general aviation in the new democracies of the former Soviet State. Currently, business aviation is valued in Russia and IAOPA expects the formation of the new AOPA there will provide general aviation with representation before authorities that will result in greater access to airspace and airports in Eastern Europe. AOPA-Russia hopes to make flying easier for everyone in their country. As well, they plan to provide members with Air Crew Cards and the discounts and benefits that go along with them.
