日本產(chǎn)業(yè)用無(wú)人航空系統(tǒng)協(xié)會(huì)(JUAV)代表了日本無(wú)人航空系統(tǒng)的研發(fā)、制造及應(yīng)用行業(yè)領(lǐng)域,其創(chuàng)建初衷在于推進(jìn)日本無(wú)人航空系統(tǒng)的安全使用及研發(fā)技術(shù)的不斷進(jìn)步。隨著無(wú)人航空系統(tǒng)應(yīng)用領(lǐng)域的逐步擴(kuò)展及延伸,日本大眾對(duì)無(wú)人航空系統(tǒng)在安全保障方面的呼聲越來(lái)越大。日本產(chǎn)業(yè)用無(wú)人航空系統(tǒng)協(xié)會(huì)對(duì)這種需求做出回應(yīng),通過(guò)參與行業(yè)活動(dòng)并積極與協(xié)會(huì)成員公司溝通交流,確立無(wú)人航空系統(tǒng)的安全標(biāo)準(zhǔn)、安全準(zhǔn)則,推進(jìn)無(wú)人航空系統(tǒng)安全系數(shù)不斷提升。
日本的無(wú)人航空系統(tǒng)擁有長(zhǎng)達(dá)十五年的發(fā)展歷史,同時(shí),日本最早研發(fā)并推出了無(wú)人直升機(jī),高效協(xié)助普通直升機(jī)進(jìn)行稻田農(nóng)藥噴灑等作業(yè),這在全球都處于領(lǐng)先地位。隨后,無(wú)人直升機(jī)的用途越來(lái)越廣泛,加上農(nóng)業(yè)領(lǐng)域的社會(huì)環(huán)境也在發(fā)生變化,無(wú)人直升機(jī)的數(shù)量實(shí)現(xiàn)了迅猛增長(zhǎng)。
最近幾年,無(wú)人直升機(jī)的用途已不再局限于噴灑農(nóng)藥,而是開(kāi)始在眾多新領(lǐng)域中嶄露頭角。其中包括了植樹(shù)造林過(guò)程中的空中播種、對(duì)松樹(shù)林進(jìn)行除蟲(chóng)滅蟲(chóng)作業(yè)等。最近的一些應(yīng)用還包括在珠山及三宅島上進(jìn)行火山監(jiān)測(cè)。近些年,日本發(fā)生了不少自然災(zāi)害,這也成為了無(wú)人直升機(jī)擴(kuò)展使用范圍的一個(gè)推動(dòng)因素。如今,無(wú)人直升機(jī)已經(jīng)跳出了傳統(tǒng)的農(nóng)業(yè)領(lǐng)域,開(kāi)始進(jìn)行地形勘測(cè)、地表滑坡探測(cè)等復(fù)雜作業(yè)。
日本產(chǎn)業(yè)用無(wú)人航空系統(tǒng)協(xié)會(huì)目前共有單位會(huì)員11個(gè)。據(jù)日本農(nóng)林水產(chǎn)省統(tǒng)計(jì),截止到2010年10月底,登記在冊(cè)的微小型農(nóng)用無(wú)人機(jī)保有量為2346架,無(wú)人飛機(jī)操控手14163人,防治面積96.3萬(wàn)hm2,占航空作業(yè)38%,從2004年開(kāi)始,水稻生產(chǎn)中微小型農(nóng)用無(wú)人直升機(jī)的用量已超過(guò)有人駕駛直升機(jī)。日本目前用于農(nóng)林業(yè)方面的無(wú)人直升機(jī)以YAMAHA RMAX系列為主,該機(jī)被譽(yù)為“空中機(jī)器人”,植保作業(yè)效率為7~10 hm2/h,主要用于播種、耕作、施肥、噴灑農(nóng)藥、病蟲(chóng)害防治等作業(yè)。目前,采用微小型農(nóng)用無(wú)人機(jī)進(jìn)行農(nóng)業(yè)生產(chǎn)已成為日本農(nóng)業(yè)發(fā)展的重要趨勢(shì)之一。
在不久的將來(lái),無(wú)人機(jī)系統(tǒng)將會(huì)更加普及,不單單是制造商,包括無(wú)人機(jī)系統(tǒng)研發(fā)、營(yíng)銷(xiāo)、使用及其他方面的用戶(hù)及個(gè)人都要作為一個(gè)整體來(lái)不斷協(xié)作,共同為提升無(wú)人機(jī)的安全性能做出自己的貢獻(xiàn)。在無(wú)人機(jī)系統(tǒng)的研發(fā)、制造、使用過(guò)程中貫徹實(shí)施安全準(zhǔn)則極為必要。
日本產(chǎn)業(yè)用無(wú)人航空系統(tǒng)協(xié)會(huì)的成員公司將緊密聯(lián)系,精誠(chéng)合作,來(lái)不斷鉆研、應(yīng)用、推廣行業(yè)最前沿的安全使用規(guī)范,加強(qiáng)安全標(biāo)準(zhǔn)的實(shí)施力度,旨在從整體上推動(dòng)現(xiàn)有的無(wú)人機(jī)系統(tǒng)安全準(zhǔn)則持續(xù)前行。The Japan UAV Association (JUAV) is the organization representing the industries which develop, manufacture and operate unmanned aerial vehicles (UAVs) inJapan. It was organized for the purpose of promoting safety and contributing to the development of the UAV market inJapan. Along with a broadening of the fields in which UAVs are used, Japanese society is calling more strongly for safety assurance. The Japan UAV Association (JUAV) is responding to that demand by creating standardized safety guidelines for UAVs through various working groups formed by active, JUAV members.
The history of UAVs inJapangoes back more than fifteen years, whenJapanfirst developed and introduced unmanned helicopters as an efficient way of supplementing the manned helicopters being used to spray pesticides on rice fields. Later, as unmanned helicopters became more useful and the social environment surrounding agriculture changed, the number of unmanned helicopters surged.
In recent years, unmanned helicopters have begun being used not only for pesticide spraying, but for a variety of other applications as well. Among these new applications are aerial seeding for forestation and tree planting, and to eradicate insects that cause harm to pine trees. Other more recent applications include observation of volcanoes onMt.UsuandMiyakeIsland. Recently, there have been numerous natural disasters in Japan, and this has lead to an increase in the number of ways that unmanned helicopters are being used outside of the traditional agricultural field, such as in observation of geological features and landslides.
In the future, members of the Association will work together to propagate and investigate new safety guidelines, as well as conducting activities aimed at refurbishing the existing safety guidelines for unmanned aircraft in general.
